Garage outlets only? Or lights also same circuit?

I just checked a job one of my workers did. He has one circuit supplying garage outlets AND garage lights. I always separate the two. But I can’t find the NEC on that. Thanks
 
210.11(C)(4) only applies to 20 amp circuits and only 1 receptacle is required per garage door. You can still supply receptacles and lights on another circuit for outdoor receptacles and opener.

You can even supply additional wall receptacles on the same circuit as lighting.

I looked at a builder's house a while back, 3 car garage with 12 or 13 wall receptacles, all sharing 2 circuits with lights and openers. No bueno

All he had to do was add a circuit with 3 receptacles and it was all good

Just gotta have "at least" one receptacle per bay that's on "at least" one 20 amp circuit that's dedicated to wall receptacles.
