Unless there is local or state code requirements, this is a design issue and not covered in the scope of the code. The owner may also have desired specifications.

In a garage for a home, there is no requirment in the nec but as a rule if I have any wall that has enough room for a work bench then I will keep them at bench top high. I do this also on the fridge receptacle as if the fridge ever gets relocated then the receptacle will already be at the right hight and it is also easyer to reach when pluging it in. but this is only the way I do it, and not a requirment.

There is a requirement in many building codes that no arcing device can be below 18 inches in a residental garage.

This includes gas fired water heaters.

Bennie is correct. The area below 18" in a residential garage is a "classified" area and may contain explosive gases and vapors.
