Hi: Certainly not in Art. 406 for Residential Automobile Garages, where it is assumed that the homeowner will not be changing/replacing the gas tank of his car, but certainly yes in Art. 511.3(A)(5) Commercial Garages, where fuels are conveyed on a routine basis. (2005 NEC)
Another thought on this: Not in 1 & 2 family dwellings and townhouses, but in multiple dwelling parking garages, NYS has a rule that receptacles must be located a minimum of 18" above the finished floor. Obviously because of the potential for a concentrated accumulation of gasoline vapors.
