Garage Sub-Panel Mast Height

I'm installing a mast on my new garage, and if I go 4' above the roof, I will have the needed height over the driveway. 2" rigid. Does the height above roof limit apply to sub-panels, or does that only apply where power co. has to connect for a service? Thanks.
