Garden hose in the panel

Looked at a panel today. Previous owner had slid several short sections of green garden hose over some of the wires. Not sure why, perhaps he thought they needed additional physical protection. It looked really bad, but is it a code violation? Wish I'd taken a picture.

Might be flammable or smoke producing FWIW.
Other than that what you use for sleeving or to group a circuit as an MWBC is pretty open.
I would make sure there are no splices or skinned wires inside the hose!
