Gas dispenser side entry kit wiring - inspector issue

Has anyone ran into a case where the electrical inspector will not pass a side entry kit into an encore dispenser? we are being asked for the UL listing on the side sheeting for use as a raceway. the kits were all installed per gilbarco's MDE-4701 instructions as well as the instructions for the dispenser. this calls for a seal off at grade, 48 inch nipple within the skin of the side panel, then fly the wires into a rigid ell designed for this installation. and this is NOT our first time using these, but it is the first time it this town.

even so, article 110.3(B) was applied and the inspector was still not happy and would not pass.

if you have ran into this and solved it, can you point us in the right direction? the store is set to open TOMORROW and this will stop it even if we have to go back and hard pipe everything.
