Gas dryer, range, furnace and service calculations

If a multifamily building has gas service and intend to install gas dryers, gas ranges, and gas furnaces in all dwelling units, then do you include a KVA load for dryers, ranges, furnaces in the service load calculations per NEC 220? I have a city permit reviewer arguing that I should include 5KVA for dryers, 8KVA for ranges, etc. :blink:
 
Here is the NEC code on that. Notice the title-- electric dryers.... All this means is if you have an electric dryer and the rating is , say, 4000 watts then you must use 5000 watts in the load calculation. If it is gas then this is not necessary. Not sure where the 8kva comes from other than the table.

220.54 Electric Clothes Dryers — Dwelling Unit(s). The
load for household electric clothes dryers in a dwelling
unit(s) shall be either 5000 watts (volt-amperes) or the
nameplate rating, whichever is larger, for each dryer
served.

Do they intend to install gas or are they definitely installing gas appliances?
