There is a 480V, single-phase gas fired heater that with ignition controls & small vent motor draw approx 1A. Is it allowed by code and if so, section, to be installed on a 15A branch circuit?

You are not allowed to overload a circuit. But nothing prevents you from underloading a circuit.
