gas main clearence

What is the proper clearence from a gas main for breaker panel? Is the measurement from the body or the dial cover?
 
The NEC does not cover this specifically, it is found in the NESC.

3ft for indoors and 1ft for outdoors

I believe a barrier is permitted, which will reduce the measurement, but I do not have quick access to that exact information.

From NFPA 54, National Fuel Gas Code, 2009 Edition:
5.8.5 Venting
5.8.5.1 Line Gas Pressure Regulators
(3) The regulator vent shall terminate at least 3 ft (0.9 m) from a source of ignition.

This has not inside vs. outside reference so it applies to both. There is no requirements for clearance to gas meters. The bottom line is that the rules provided by your serving electric and/or gas utility must be followed. :)
