Gas & mech pipes crossing cable tray

Is't permitted to run mech (Gas, water) pipes above/along the un-covered cable trays, see the photo.



& How to decide the adequate space about the cable tray in 392.18(F), there was a good proposal for NEC 2014 but i don't know if accepted or not (i don't have NEC 2014's copy), here's the proposal

It looks like it was rejected. Here is the 2014 NEC of that section.

392.18(F) Adequate Access. Sufficient space shall be provided
and maintained about cable trays to permit adequate access
for installing and maintaining the cables.

That doesn't appear to be a violation. You can still access the tray, though slightly more difficult than if the pipes weren't there.
