That's not exactly what 250.68 addresses but to answer your question, black iron gas piping can be considered bonded by the equipment grounding conductor connected to a gas appliance or by other means spelled out in 250.104(B) if the appliance ground is not present. If you do bond it with a jumper to another electrode or the service, it can be connected at any point in the system although some inspectors like to see it at the water heater.

Does gas black pipe have to meet that requirement
No not for black pipe. CSST does have some additional bonding requirements but they are not part of the electrical code. As Augie stated the EGC is what bonds the gas pipe.
