Gas station circuit breakers

Pulled into a gas station to fuel up. There’s a 3R surface mount panel bolted to the steel column 4’ away from the pump.

Enclosure is 5’ off the ground and contains several single pole breakers.

Labeled as canopy lights, etc.

All wiring is coming into the back of the enclosure and would have to contained inside the 10”x10” steel column.

Does this seem code compliant for the location it’s installed in?

I’m not at all well versed in fuel dispensing wiring but this seems wrong.
