When installing conduit underground what is the requirement for the conduit type when the conduit is 20 inches in depth. Does it need to rigid as the inspector required. The area under dispute was next to a column about a two foot run to connect the underground to the conduit in the column and not in a driveable area.

If the conduit is buried at 20" then you can't use the exception #2 to 514.8 which permits PVC to be run when buried under not less than 2' of cover. I would say that the inspector is correct and you need to use threaded RMC or IMC conduit.
