Gasoline Fuel Island Canopy Lights disconnect

Correct me if I am wrong, but I do not see that the canopy lights above an island of fuel pumps at a gas station do not need to be disconnected per 514.11.
Is there another section of the NEC I should be looking at?
514.11 only applies to circuits that serve or pass through the fuel dispenser. I have never seen the conduit and wiring for the canopy lights pass through the dispenser. That would be a real pain given that the interior of the dispenser is Class I, Division 1 and there is a surrounding bubble that is Class I, Division 2 ....you would need seals at each boundry.
