GE generator, Generac Control panel

My "licensed" Electrician replaced my GE generator's control panel with a GENERAC control panel. It work fine but it DOES NOT kick on automatically when the power goes out. It requires a manual flick of the internal lever to send power to the designated sources. Shuts off auto though. I am not an electrician, but I would say there is no fix for this. He seems to think there is a way to make these two work seamlessly together. HELP.
 
AN ATS sends a start signal to the generator, it’s a standard system. Have your electrician sign up for this forum and we can help him/her.
