GE HPC Switch on/off sequence

I gotta add a breaker to this switch gear soon. Just make sure I understand the procedure to turn off/ on.

Turn off all the load breakers in the distribution section.

Hit the red button to shut it off.

Turn the handle counterclockwise until it stops, then turn clockwise and it will turn on.

The handle says "cycle once to turn on" with arrows pointing clockwise and counterclockwise.

I belive this is a switch not a breaker. The HPC stands for high pressure contact. It is similar to a Pringle or Boltted Pressure Switch in function but the mechanism is closer to that of a breaker.
You charge the spring by moving the handle UP and then the contacts close when the handle is moved back Down. The label is saying both motions are needed.

You are correct, it's a switch. Over current protection for the service is provided by fuses.
