Who connects the GEC to the meter base and who does not?

I am asking this question because there appears to be inconsistency amongst POCOs concerning this issue.

Here is an excerpt from one of the POCOs that service my area:

d. Installation of Grounding Electrode Conductor:
The grounding electrode conductor shall be installed directly between the grounding
electrode and the service disconnecting equipment and shall not pass through the
meter base or be connected to any grounding lug in the meter base.

We can't land the GEC in the meter either, which creates a vacuum.

That's all? Doing so here creates a black hole.

I have always made the GEC in the meter enclosure in residential services, it's the most logical place to make it. Why take a surge into the inside of a building?

I always land in the meter base. It has never been an issue with local poco's. But may I ask those that do not/ can not land in the meter base. Dose the poco provide the meter base?

I recall something about 'first point of disconnect', which the meter is not.

It is only required to be made in a wireway or other accessible enclosure on the supply side of the disconnect.

A meter enclosure is accessible regardless of what some POCO's want us to believe, as a matter of fact, it is more accessible than being behind locked doors inside buildings or dwelling units.

But the POCO can make 'accessible' a real PITA.

For years we would have to wait for the POCO to show up to unlock the meter...sometimes that could be days or even weeks.

Then I bought a Dremel and the wait time dropped to less than 5 minutes. If the POCO complained, we would tell them there was "arcs and sparks", it was an emergency... ;)
