GEC at Meter - what to do at panel?

Hey All, new area with new POCO that requires the GEC to be unbroken from the meter to the grounding rods. From the meter base I’ll be feeding the ungrounded, grounded and bonding jumper into an outdoor panel that will act as my main disconnect. Am I right in thinking that at this panel the ungrounded conductors and the grounding conductors should be bonded just like it would be if the GEC was attached to this panel instead of the meter? Or should it be treated as a sub panel and kept separate?

Why is there a bonding conductor between the meter and the service equipment? You just need the ungrounded conductor and the neutral and you install the main bonding jumper as you do when the GEC is landed in the service equipment.
