GEC at panel and meter socket

I have a 100amp service that has the meter socket grounded to a rod from the neutral lug and the service panel is also grounded to a rod from the neutral bar is this ok. Looks like at one point the panel ground went to the copper water line that exits the house. No conduit between the meter socket and panel just the three wire sheathed entrance wire.
