is it a violation to attach a GEC to a service disconnect by means of a mechanical lug to the enclosure exterior?

I have got two 100 amp disconnects that have no allowance to attach any more conductors to the factory neutral assembly inside.
Poco will not allow GEC to terminate in meter base that the disconnects feed from.

Rewiiring half of a duplex and found there was never a grounding electrode system installed when it was built in 1968.

Looking for a compliant fix without reworking the entire service.

250.24 says you have to land your gec at the neutral.

Move the equipment ground to the lug bolted to the enclosure, and put the GEC in its place on the neutral bar.

Couldn't the GEC be connected directly to the neutral conductor in the disconnect?

I have done that before, use what what we used to call "gutter tap" connectors - a lay in type lug with a second lug for the tap conductor.
