I replaced a 100 amp residential panel that was damaged by a vehicle. The GEC was not long enough to reach the neutral bus in the Cutler Hammer meter combo, the other end was not accessable for replacement. The panel could not be lowered. So I attached a lug in the POCO side right to the neutral lug and landed it there. The inspector failed it saying the connection must be made on the load side. I said it is the load side, it's after the meter. He is saying it means the load side of the enclosure, I say it means the load side of the service. I can't find what I need to in 250 to prove or disprove it. Who is right here?
