GEC - Delta-Wye connections, 250.30

It seems to me, the Grounding Electrode Conductor (GEC) should be unspliced from the transformer XO to the nearest grounding electrode. However I cant find where the NEC actually states this. Am I missing something?
 
In general the GEC can only be irreversibly spliced. It can terminate on a common terminal with a bonding jumper to the X0.
