GEC looped?

I'm doing a 200A residential service with a DPDT switch for a generator. Switch is in between meter socket and panel, so it is the main service disconnect (it is rated for this). I installed #4 cu gec from switch to both ground rods then bugged gec to itself. This is how I've been doing service grounding without any problems. For this install inspector says gec must be looped - start from switch to each ground rod and terminate back in switch. Now I have to replace gec and add extra lug to switch enclosure. This is first service with DPDT switch I've done. Does this sound correct or am I doing the "hoop dance"?
 
You're doing the hoop dance, it will acheive nothing except provide a "Class A" (similar to a Class A F/A circuit) GEC. :grin:

I have looped GEC's from rod to disco to disco to rod on a 2-main service, but never have I had to land two ends of a loop in one disco.

It's not in the NEC. If there's a local requirement, ask to see it in print.
