Is the GEC the conductor that attaches to building steel from a 3-phase transformers? Is the size of that GEC based on the primary or secondary conductors?
The conductor from the transformer to building steel would be considered the Grounding Electrode Conductor. It is based on the size of the derived phase conductors.

As Pete said the derived phase or ungrounded secondary conductors. An oversized grounded or neutral conductor would not change the size of the GEC required from table 250.66.
