where do I find a formula in the code for the GEC size on a 1200 amp service that has 4 sets parallel of 350?

Look at 250.66. Multiply 4 sets by the conductor size and find the associated value for your GEC in the table.

Tom is correct. I left a that out of my first post. Depending on the type of electrode the GEC can be smaller than required in 250.66. The table would be used for sizing a GEC to an underground metal water pipe and the bonding jumper at the service.

The maximum code required GEC is 3/0. This applies any time that you have over 1100 kcmil copper for the largest set of phase conductors. This would only apply to the GEC to the metal underground water pipe or the building steel. As others have pointed out, the code permits GECs smaller that shown in Table 250.66 for some electrodes.
