Hello,
Does anyone know if the code require the gec to be terminated to the equipment ground bar or the neutral bar or is either one per code.

The GEC needs to go to the enclosure with the main disconnect or first OCPD in it. At that point, the neutral and ground are separated, and either will suffice.

If you are downstream, at a 'sub' panel .... the GEC doesn't belong there at all.

250.24(A)(1) General. The grounding electrode conductor connection
shall be made at any accessible point from the load end
of the service drop or service lateral to and including the
terminal or bus to which the grounded service conductor is
connected at the service disconnecting means.

If the main bonding jumper is a wire or bus bar, then the GEC is permitted to be connected to the equipment grounding bar. 250.24(A)(4). If the main bonding jumper is a screw like you find in many panels, the GEC must be connected to the neutral bar.
