GEC to two main panelboards

Just out of curiosity, On a multi-family house with two meters and two service panels, how would you terminate the gec from H2o and grd rods to the two tenant panels? I assume it is ok to terminate a gec to the neutral bar of panel #1 and run a jumper gec of same size to the neutral bar of panel #2 and terminate the H2o gec to the neutral bar of panel #2. I don't believe a gec from the grd rods and H2o line can be bonded together to a common point outside of the panels then to each panel. I'm just interested in how others would terminate the gec in this example. Thanks.
 
I believe you need to have an irreversible crimp instead of a jumper from one neutral bar to the next. Bring an unbroken GEC out of Unit 1, or larger of two services, to the GEs. Then take a GEC from Unit 2 and splice onto the that GEC. I use Burndy YC4C6 or similar. Assuming that all panels etc are not on opposite ends of the building.
 
I believe 250.64(D) addresses your question.

(D) Service with Multiple Disconnecting Means Enclosures.
If a service consists of more than a single enclosure
as permitted in 230.71(A), grounding electrode connections
shall be made in accordance with 250.64(D)(1), (D)(2), or
(D)(3).
