The rods would be used to supplement the waterpipe. The supplemental electrode shall be permitted to be bonded to the GEC. The GEC of the waterpipe would also be landed at the terminal bus of the GSC or any accessible point from the load end of the service drop/lateral , since the rods are supplemental to the application. Not saying that the rods couldn't be landed there either, but this is in relavence to your question.
The Supplemental Electrodes are not required to be larger than a #6cu, the EGC would be dependant of the service entrance conductors you use, see Table 250-66.
Waterpipe:
Any convenient point as long as exception 250-52(A)(1) is met. Basically covers industrial and commercial buildings.
