Need some direction.
How would you go about the layout of power lighting in a set sq. ft. area of commerical space, and is there is a set amps. per sq. ft. for lighting draw.

A lot may depend on the users needs and exactly what type of "commercial" application we are talking about...

Check T220.3(A) for minimum requirements.

If you are governed by an energy code, the IECC for example, the allowable wattage is almost always much less than the Table requires for load.

If you want to lay out lighting, not just calculate load, you need to determine light level wanted, the fixture desired, and then using a lighting program determine a spacing.

You can get general spacing requirements for generic fixtures from manufacturers, also they will do layouts usually for free if you use their fixtures.
