General utility single phase pad mounted transformers 167KVA or 250KVA front location?

Per the local utility standards here. A typical single phase pad mounted transformer needs 15' clearance infront of it and 4' for the rest of the other sides. My question is..... which side is the front? Is it the width or the length of the transformer that faces the front. So the transformer I got was 44"X34"x32" (L-W-H) for a 250KVA transformer. I'm guessing one of the length sides is the front??

Like Don said, one of the panels is going to be removable - for you to wire up all the terminals. That would be the front to me, the extra clearance is all about access to that panel. Like this...
