Why is Operation always balming to design engineers?

The Operation and management are monitoring the Solar project in the winter season. They found only two projects have below 5% losses rather than all projects. Now, they are blaming the following department involved in the projects.
1. Design Engineer.
2. Construction contractor.
Who made a mistake, and what are the main reasons for generation are suitable for these two projects? And why we are not getting the same generation for other projects.

I believe you would have to root cause the loss to determine that. Is it modeling vs time of year or are there strings out? You will need to follow up with a DC health report (operations) and if you find no issues as far as outages it's time to look at the modules themselves with a curve trace. Or iis there inter-row shading (design)?
 
You sue everyone involved in the project and hope the one with the best insurance settles for a hefty payout. Isn't that how all construction works?

Can you provide more detail? How many projects total, and over what time period were they designed, and then built? Are you saying only two projects are performing within 5% of their predicted generation? Were there different individuals involved with the design/modeling for different projects? Weere different modeling tools used? It could be that the predicted generation varied widely in terms of how conservative, accounting for shading effects, etc, so that some look lower performing than others, because their reference model was not realistic.
