Are the conductors from the generator to the ATS considered as service conductors? Or feeders? And 310.15(B)(7)(1) or (2) applies? (2017 NEC).

Definitely feeders. Only the POCO provides a service.

I don't have the NEC in front of me. What's the functional difference?

"Service" refers to energy from a serving utility.
A generator is simply a power supply, non-utility, either stand-alone or interrconnected with a utility service.
It will or will not be be an SDS depending on the interconnection scheme.

By interconnection, it’s determined by the type of transfer switch. See definition of separately derived system
