In a situation where a generator will be the only source of power to a building, would I run the GEC to the generator frame as well as to the grounded conductor in the service equipment? This is a portable generator serving a hunting shack.

How is the portable generator connected?
Is there a panel in the hunting shack?
Most likely, as you are the serving utility, its not a seperatly derived service, you'll need to have a grounding electrode system, a system bonding jumper in the generator, IE just like a service.

The dwelling will have a panel that is fed from a flanged inlet on the outside that will be cord connected to the generator

We use portable welding machines in our industry to power hand tools. Our Safety department has interperted NFPA70 and OSHA 1926 as not requiring "Grounding" of the portable generator when we are using hand tools plugged in to the generator through extention cords to cut / remove conduit from a pipe band. How is a person who accidently cuts a live conduit protected since the generator is isolated from ground.

My response to this question would be that, while grounding of the EGC/generator frame/neutral may not be required, it's certainly not prohibited.

Why would you want to make it more dangerous?

Ok, so I'll have a jumper from the neutral to the frame at the generator and then run my 4 wire feeder, 120/240V from the generator to the panel, keep the neutral bar isolated like in a sub panel and run my GEC to the ground bar in the panel. Correct?

Grounding the generator will not provide any protecton in that case. The only way you can protect a person would be to bond the generator system to the EGC for the live circuits.
