Generator breaker feeding fire pump

I have generator breaker feeding fire pump that says with overcurrent trip unit current transformer and overcurrent relay. NEC 2017 Article 695.4(B)(2)(b) says breaker should have short circuit protection only.

Would breaker with overcurrent trip unit current transformer and overcurrent relay constitute short circuit protection only or not?

The requirement for short circuit protection only has to do with the size of the overcurrent protective device, not the specific type of device. The paragraph you referenced points you to 430.62 which in turn points you to Table 430.52.

The overcurrent device for a fire pump on the generator side is sized just like the breaker for any other motor. The only difference is that with a fire pump there are no motor overloads provided.
