Generator disconnect

Question for you guys we have are coming out of a 400amp meter and going into a 400amp disconnect we will be coming out of the disconnect and feeding two 200amp main breaker panels. Now this is for a house. Question being does the disconnect have to be fusable or can we go with a nonfusable disconnect? Or any advice on to how this can be done differently would be wonderful thank you all :)

Well my boss and I already installed the meter but good idea if we didn't install one already. See my bosses concern is that say down the road someone installed another panel off the disconnect he is worried about the conductors over heating and there not being any protection for the feeders. Am I making any sense?
