Generator disconnecting mean

I am referring to 445.18(A), where disconnecting mean is required for generator shutdown, per Handbook the disconnecting mean is not a breaker But,

by referring to Mike Holt illustration the disconnecting means seem like breakers, is it just a graphic mistake?

445.18 is just saying you need a disconnect. There is nothing in 445 or 700 that says it cant be a OCPD.
445.12 deals with overcurrent protection. They don't need to be the same device, but they can be.
