Generator feed for a transfer switch

Can a 1200A generator feed a 3000A transfer switch?
Normal feed is 3000A from the Utility, load is also 3000A.
I was told the NEC code doesn't restrict feeder sizing based on panel rating? Is that true and where in the code does it state that?

You can't automatically connect a load larger than the generator can support. If it is a manual transfer sequence, the load can be greater than what the generator can provide with the understanding that loads will be manually shed before the generator is connected to the system.

From a practical standpoint, you can't feed 3000A of load with a 1200A generator and expect that the generator would run. If your load calc shows the actual building load is less than 1200A in your case, then you could have a 1200A generator with a 1200A feeder to the 3000A transfer switch, assuming the 1200A feeder is properly protected by overcurrent protection in or near your generator.
