Generator Loss of Neutral

Will a automatic stand by generator start with a loss of the utility Neutral? I know it monitors L1 and L2 but what happens with no neutral?
 
A typical presentation of a loose or missing utility neutral is imbalanced voltages based on imbalanced loads across phases.

So if the loads per phase are imbalanced, the voltage sensed at the ATS will be low or high depending on the respective phase load, so the ATS should sense an undervoltage on at least one phase.
