Generator related code in NYC (Brooklyn to be more specific)

Just took on a project in NYC where I've not worked before. The facility is to be a new 7500sf 4 story medical office building with no medical procedures or anesthesia, etc. I've been asked as an initial task to determine what is required for the generator they plan to include to back up the elevator. Here are my questions:
* Do they even need a generator for this application.
* Would this building require 6 hours of backup as I have heard is required in NYC for egress lighting. And if so, do they not use EBU anywhere in the city? i.e. seems impractical to utilize something typically designed for 90 minutes backup.
* Will the fire alarm system need generator backup. I have read that lighting and FA must be on the generator IF there is one. So here again, do we really need one?
* Lastly, what codes should I be looking at unique to NYC. Do they go by a modified version of NFPA 110, how about the version of the NEC and what ammendments they might have to it. Is their building code, like here in MA, a version of the IBC with NY ammendments and lastly, does the Fire Department have any special requirements.

What kind of elevator are they installing? I know the Kone Ecospace MRL elevator (and probably others) has an optional battery unit that will return the cab to lobby floor on power outage. Might not even need the generator.
