I you have a 200 amp service and you are to install a 100 service entrance automatic transfer switch, can you feed the ATS by installing a 2 pole 100 amp breaker in the existing 200 amp panel and run feed to ATS, with out feeding ATS from load side of meter ?.

My normal install would be to to feed ATS from load side of meter to utility and feed panel from load side and the feed ATS from generator to emergency or standby side of ATS. I have never heard of doing the first way.

Nothing wrong with suppling a 100 amp rated ATS with a 100 amp breaker that supplies a 100 amp sub-panel...of course, I wouldn't use a service rated ATS in this scenario.
