Does the NEC address generators on single family boat docks? If so where would I find that info?

You should read 553 (Floating Buildings) and 555 (Marinas and Boatyards), even though neither mentions a generator.

Permanent generator or is it a portable one? Be aware that Art 555 has a marine datum plane and electrical equipment has to be installed above this plane.

These are portable generators that they are using to power boat lifts and lights and etc on their noncommerical docks.
