I like you can only guess as to why. But for the most part you do not worry about 445.13 because most gen sets have the first disconnecting/oc means already installed from the factory so the rest is straight forward.
 
I was sizing a genset and was reviewing 445 and 445.13 stuck in my head,
regarding the 115% rule. I was just thinking, someone saw a safety potential
from the terminals to the first OCPD and requested a code change. I was
just wondering what this person saw and why it doesn't extend from line to
OCPD to load?

I know every rule has a reason, and I'm just curious what this one was
based on. :)
