Georgia Electrical Contractor looking at work in the US Virgin Islands

I'm looking at a design-build project in the USVI that involves adding a pair of large gensets, and it also involves a bit of mechanical work. I'm working on figuring out the details on permitting and such and was wondering if anyone has done any work on the islands and can lend me a hand. From what I can find on the USVI website, I need an electrical and a "plumbers" permit. As to how I'll get that permit I'm not sure just yet. From what I understand (I may be missing something here) the USVI does not offer a temporary electrical or plumbers license. I do know that I will need a set of design drawings. We have engineers in the company that qualify for the temporary engineering permit that can design the project. But what I'm having trouble figuring out is if I'll need an additional building permit, which will require a GC's license. The ladies in the USVI permitting office try and help but I'm not exactly sure if they understand the scope of this project.

Has anyone stateside successfully completed a project like this? How did you go about the permitting issues? Licensing issues?
