Even though an AFCI does have GF sensing (around 30ma)as a part of its AFCI protection it does not provide the "people" protection that a 5ma GFCI provides. As such, the AFCI doesn't qualify as a GFCI protecive device.
I haven't seen it offered yet but there may be a combination device being developed that would cover both requirements.
