What, if any, is the difference between GFCI and the European ELCB (Earth Leakage Circuit Breaker)? How do they differ?

Did some brief reading... Appears their are two types of ELCB, voltage and current sensing, the latter being similar to a GFCI CB. Here's some reading material for you:
