GFCI at Swimming Pool

...a pool installer installed 2 circuits , one 2 pole gfci circuit breaker for circulation pump (220v), and a single pole gfci circuit breaker for lighting/outlets and fountain(120v).

The 120v circuit from gfci circuit breaker in panel goes into a junction box near pool area, and than is connected to 2 separate gfci outlets, one gfci outlet serves a fountain ( cord and plug) , and the other gfci outlet serves the lights (one light inside pool and another street lamp type light), both switched lights where put on the load side of the gfci outlet.

My question is why would they install gfci outlets if it is already being fed by a gfci breaker at its source? I can't see why, but would this effect the functionality of the gfci circuitry? Have stray voltage that is an issue around pool area, specifically the pool deck and water .
 
There is no reason to install gfci receptacles if the circuit is already on a gfci breaker. Perhaps they think the receptacle will trip first and disrupt the other equipment on the circuit. They may not happen soooooooooo
 
Perhaps they wanted to install GFCI receptacles so that it can be plainly observed that GF protection is in place. It gives a warm fuzzy feeling when you can plainly see it. The breaker will not only protect the branch conductors but also any other outlets not serving receptacles.

I don't see it as necessary but I also don't have a problem with it. I do not think it would cause any additional problems.
 
DIY homeowner thought it was a good idea to pull romex into underground flex to feed 2 fountains around pool area, 85v measured on ground wire in underground romex he installed. Keep in mind this same circuit also feeds the wet niche pool (underground) light

Probably trying to get rid of his wife and kids without going to jail

Just curious as to what caused the romex to fail?
 
any disco installed near the pool? or just a gfi ocpd bc direct to pump?
