GFCI circuit breaker

Hi, I have a double pole 220 volt 20amp GFCI breaker for a pool filter. The breaker is very warm the conductors are not . The filter is drawing 9.5 amps on both legs . The motor is hot also. Occasionally the breaker trips. Is this ok? Or should I change the breaker?
