gfci for motors

We are installing numerous 2 hp fans around a golf course. The fans are permanently mounted on 10' poles with starters located at the bottom of the pole. Each fan is 3 phase 480 volts. The local inspector is requiring a gfci for all of the motors/starters. I have looked in artcle 250 and 430 but could not find the requirement. Do I need Gfci protection? We're talking 144 of them. Help!

Lots of luck on this one. 480v, 3ph??? and I assume that the AHJ is referring to people protection with 5ma. There are devices that may be able to get down close to that but good luck with nuisance tripping problems. The device that I can think of off hand is a device consisting of a window CT where you run all 3 conductors through the window. When the device senses an imbalance of more than the sensor setting it closes a contact which in turn trips a shunt trip activated breaker

Oh, I overlooked the fact that NEC art 430-52 refers to a ground-fault protective device. However, this is not the same as a GFCI. You may want to clarify the definition of ground fault.
