GFCI from a Generator???

I'm trying to wire several GFCI Breakers into a Generator panel with no luck the GFCI breaker(s) trips as soon as the Gen turns on? Any ideas

The neutral for that circuit is on the GFCI breaker and the neutral from the breaker is on the neutral buss.

There are 12 ckts in the panel, I've tried them all one at a time to see if any would work with no luck...

The neutrals and grounds are not connect in the panel. Should they be, as this is the main panel???

Did you look at the sine wave from the gen on an oscilloscope? It it producing a good clean wave?
