GFCI in electrical rooms

Should all receptacles inside of electrical rooms be GFCI? If so, can someone point out the code reference.

Not a requirement. May be a job spec. But would be a good idea.

GFCI requirements are in 210.8. But as 480 said, you won't find the requirement there, so you can infer that no such requirement exists.
